Creative Bureaucracy Festival

Falling Walls Foundation

The Creative Bureaucracy Festival is the world’s largest festival for public-sector innovation: a platform where civil servants, researchers, and changemakers rethink what government can be. Hosted annually in Berlin by the Falling Walls Foundation since 2018, the 2026 edition brought together more than 2,000 participants from 50 countries and sold out ahead of the event.

As Communications & Marketing Manager, I led the festival’s integrated communications strategy, developing its newsletter, social-media channels, and website into a year-round platform for public-sector innovation and state reform across Europe. The communications strategy targeted Germany’s approximately 5.2 million public-sector employees.

My responsibilities included editorial planning and content production across all channels; print and digital design in line with the corporate design; press and public relations; on-site event branding; and KPI tracking and reporting.

Creative Bureaucracy: Where Next and How?

I managed the editorial process and production of the first Creative Bureaucracy Global Report in 2026, working closely with its co-editor, Charles Landry, and leading the publication’s design direction with Martin Brombacher.

The report brings together 24 contributors, including Geoff Mulgan and Mariana Mazzucato, to assess the current state of public-sector innovation and what should come next for the movement. Charles Landry presented the report in a dedicated session at the 2026 festival.

Festival After Movies

I commissioned two recap films for distinct audiences and wrote the scripts for both. Sympathiefilm produced a vertical 9:16 version for social media, with production support from Paul Mengeling at Falling Walls. I developed the creative direction, wrote the production brief, and managed the production process. HYPE Filmproduktion produced a widescreen version for partners and funders.

SOCIAL MEDIA SERIES

Unsung Heroes

The Unsung Heroes Art Project spotlights nine “Creative Bureaucrats” from Hamburg, Bengaluru and Tokyo. Their portraits were photographed and art-directed by Esra Rotthoff the previous year, but had not yet been used in a campaign.

Ahead of the festival, I turned the portraits into a ten-week LinkedIn and Instagram series. I developed the campaign concept, reviewed the interviews, and wrote each weekly post around a consistent format: a quote, portrait and profile. Each post linked to ticket sales for 11 June. Rather than relying on abstract messaging about “bureaucracy”, the series made public-sector innovation tangible through the people driving it.

Festival Programme

I coordinated production of the festival programme booklet with designers Dörte Matzke and Julia Friese, managing a fast-moving review and feedback process across the project team as the programme continued to evolve until print.
